The OPCW-UN Joint Investigative Mechanism or JIM in Syria has released a report. It links the Syrian government to the use of chemical weapons in at least three instances. But Russia says the report is unconvincing.
"We believe that the proof is not there for any big punitive action to be taken; it's simply not there," said Vitaly Churkin, Russian ambassador to UN.
JIM chief Virginia Gamba has defended the investigators' professionalism. She says they stand firmly behind their assessment and conclusions. Gamba points out that in the case of Qmenas, on March 16th, 2015, the leadership panel has sufficient information to conclude that the Syrian Arab Armed Forces helicopter dropped a device from a high altitude, which hit the ground and released a toxic substance.
In the case of Kafr Zita, on April 18th 2014; and Binnish, on March 24th 2015; the panel has determined that status of both cases remains unchanged.
